全球征集: “共同愿景”——亚洲遗产可持续发展优秀案例推介启动

国家文物局的指导下,由中国文物保护基金会亚洲文化遗产保护基金亚洲文化遗产保护联盟共同举办、中国博物馆协会(CMA)、中国古迹遗址保护协会(ICOMOS CHINA)等单位支持,清源团队策划“共同愿景”——亚洲遗产可持续发展优秀案例推介项目正式启动!开始面向全球征集


“共同愿景”——亚洲遗产可持续发展优秀案例推介旨在挖掘亚洲地区值得推广的优秀遗产保护经验,遴选和推介优秀的遗产保护与创新实践,通过“亚洲文化遗产保护基金”支持具有典范作用的最佳实践案例发展完善,推动全可持续发展理念在全亚洲文化遗产保护方面的贯彻。


什么是 “共同愿景”?


  • 建立亚洲文明之间的桥梁纽带,共创我们文明的共同未来为“共同愿景”。
  • 推动可持续发展理念在全亚洲文化遗产保护方面的贯彻,让世界遗产在人民生活、社会发展中发挥更大的作用为“共同愿景”。
  •  以保护好各民族和文化的宝贵遗产,使它们能向世界各国各族人民描绘亚洲文明交相辉映、命运休戚与共的美好图景为“共同愿景”。


一、申报条件


本项目主要面向包括但不限于亚洲地区已列入联合国教科文组织《世界遗产名录》或列入世界遗产预备名单的文化遗产和混合遗产,征集在遗产地实施的与遗产保护管理和可持续发展有关的优秀案例;也欢迎世界自然与文化遗产融合的优秀案例申报。申报案例应在申报时已有明确实施效果,并在完成或主要成果阶段性完成后5年之内。


二、遴选标准与设置


根据联合国2030年可持续发展目标和教科文组织2022年公布的《世界遗产公约》“下一个50年”主题,围绕世界遗产的可持续发展,面向合作贡献、提高韧性、科技创新、传播教育、繁荣发展五个主题进行案例征集。
1.合作贡献
鼓励在世界遗产或预备名录遗产保护管理方面彰显“合作、共享、传承”理念的优秀国际合作案例。
可申报案例方向:包括但不限于联合考古研究、遗产联合申报、遗产保护、遗产展示、国际援助等。
2.提高韧性
鼓励使遗产地应对已知威胁或未知变化的能力得到提升、在自然或人为灾害后开展重建与修复、对提升遗产地的韧性具有示范作用的案例。
可申报案例方向:包括但不限于防灾减灾、灾后修复、气候变化、遗产地能力建设、管理体系与工具等。
3.科技创新
鼓励为遗产保护提供科技支撑,推进跨界科技成果转化,科技赋能遗产保护、展示、管理等方面成就突出的案例。
可申报案例方向:包括但不限于科技保护、遗产数字化、人工智能应用、数字化赋能等。
4.传播教育
鼓励通过展示阐释等多种传播和教育手段,使遗产价值被更广泛的公众理解并欣赏,促进文明间相互尊重与交流的案例。
可申报案例方向:包括但不限于展览展示、公共教育、公众传播、青年教育、影像作品等。
5.繁荣发展
鼓励通过开展可持续旅游或通过对遗产价值合理利用带动社会相关产业发展,从而改善民生的案例。
可申报案例方向:包括但不限于遗产社区生计、遗产旅游、文化创意产业、社区发展、包容性增长等。

三、推介案例入选级别设置

案例须在合作贡献、提高韧性、科技创新、传播教育、繁荣发展五个主题的一个或多个主题中具有突出表现,并根据案例的优秀程度评出优秀案例1-3个、进取案例1-6个和特别关注1-3个
1. 优秀案例,入选项目应在以上多个主题上取得卓越成就,对加强亚洲文化遗产保护,深化亚洲文明交流有重要贡献。
2. 进取案例,入选项目应在至少一个主题方向上取得示范效果,对所在国及其他国家世界遗产地的可持续发展产生积极影响,发挥引领作用。
3.特别关注,授予在可持续发展的某一重要领域或重点问题上,需要引起特别关注的项目。亚洲尚有很多欠发达地区并面临遗产保护中的困难。这类案例是提起全亚洲对核心问题的共同关注,呼吁集体智慧探讨解决方案。

四、入选回馈

项目资金支持:根据参选时提交的未来工作计划及相应预算,入选案例可获得亚洲文化遗产保护基金的项目资助,资助金用于支持优秀案例未来的可持续发展。资助金额根据其入选级别上限不同,分别为30万元、50万元和100万元人民币
全球宣传发布:获得各类媒体的国际传播推广,并受邀出席国际论坛进行经验分享。
深度打造推广:相关案例将结集出版、并有机会在相关国际期刊发表,推荐参加相关国际交流活动,或经研究归纳作为亚洲典范模式,展示在本项目官方网站和国际机构网站

五、申报方式

申报人需要在2024年3月31日前将所有报名材料发送到afchc2@outlook.com邮箱,并将纸质版材料、视频、图片等材料邮寄至中国文物保护基金会,申报表请用A4纸打印、左侧装订,一式2份。(地址:北京市东城区东四北大街219号 邮编:100010 联系人:苏渝杭010 52219587/18600209208)

六、申报材料及要求

1) 申报表(核心)

2) 图纸文件(核心)
a. 所有项目:该项目在城市、乡村所在位置的地图,对项目地进行标注。
b. 对于工程类项目:工程图纸,包括但不限于:场地平面图、工程涉及的建构筑物平面图剖面图立面图,关键节点图,显示修复前和修复后的状况,所有改动/新增内容均应以颜色清楚标示。
3) 照片文件(核心)
注:所提交的每张照片需配有文字说明
a. 所有项目:代表展示项目核心示范性的照片(至少5张)
b. 所有项目:项目工作过程中的照片(至少5张照片),包括工作人员工作照、工作难点、各关键节点的工作照。
c. 所有项目:居民、游客对项目的使用情况(至少10张照片)
d. 工程类项目需额外提供:项目开展前和开展后的情况,包括建筑物的整体外观、外部和内部视图(至少5张显示前后条件的照片,最好是从相同的相机角度拍摄)。
4) 授权书(必选)
5) 遗产使用者评论(必选)
所有项目需提交至少3份由项目使用者/居民/访客填写的评论文件,以此确保所提交的项目的真实性。

A Global Call:Cases of Sustainable Development of Asian Heritage


With the support of the National Cultural Heritage Administration of China, “Shared Vision”, a global initiative to promote outstanding cases of sustainable development of Asian heritage, is officially launched. The initiative is co-organized by the Asian Fund for Cultural Heritage Conservation under the China Foundation for Cultural Heritage Foundation and the Alliance for Cultural Heritage in Asia (ACHA), in partnership with the Chinese Museums Association (CMA) and ICOMOS China.


The “Shared Vision” initiative aims to discover outstanding experiences in heritage conservation across Asia, select and promote best practices in heritage conservation and innovation, and support their development and improvement through the Asian Fund for Cultural Heritage Conservation, so as to put into action the concept of sustainable development for the conservation of cultural heritage across Asia.


What is“Shared Vision”?


Develop a “Shared Vision” for our shared future by building a bridge to connect Asian civilizations;Develop a “Share Vision” by putting into action to the concept of sustainable development for the conservation of cultural heritage across Asia and enabling World Heritage to play a greater role in people’s livelihood and social development;Develop a “Shared Vision” by protecting the valuable heritage of people and cultures, and showcasing the harmonized prosperity, close solidarity, and shared destiny of Asian civilizations.


I. Eligibility and Qualification


Submitted cases should focus on, but not limited to, cultural heritage or mixed heritage properties in Asian countries already inscribed on the UNESCO World Heritage List or the Tentative Lists. We are calling for outstanding cases involving the conservation management and sustainable development of World Heritage properties. Submission of outstanding cases integrating World Natural Heritage properties with cultural elements is also encouraged. Submitted cases should demonstrate clear implementation effects at the time of application and should be completed or have achieved major results within five years after completion.


II. Criteria for Submissions


In accordance with the United Nations 2030 Sustainable Development Goals and”The Next 50 Years”of the World Heritage Convention announced by UNESCO in 2022, submitted cases should center around sustainable development of World Heritage and specifically focus on one of the following five themes: “Contributions through Collaborations”, “Enhancing Resilience”, “Scientific and Technological Innovation”, “Communication and Education”, or”Prosperity and Development”.
1. Contributions through Collaborations
It is encouraged to submit outstanding cases that demonstrate the concepts of”cooperation, sharing, and transmission” in the conservation and management of World Heritage properties or properties on the Tentative Lists.Areas of submitted cases: Including but not limited to collaborative archaeological research, collaborative World Heritage nomination, heritage conservation, heritage presentation, or international assistance.
2. Enhancing Resilience
It is encouraged to submit outstanding cases that enhance the ability of heritage sites to respond to known threats or unforeseen changes, carry out reconstruction or restoration after natural or man-made disasters, and have a demonstrative effect on enhancing the resilience of heritage sites.Areas of submitted cases: Including but not limited to disaster prevention and mitigation, post-disaster restoration, climate change, heritage site capacity building, or management systems and tools.
3. Scientific and Technological Innovation
It is encouraged to submit outstanding cases that provide technological support for heritage conservation, promote the transformation of cross-disciplinary technological achievements, or empower heritage conservation, presentation or management through science and technology.Areas of submitted cases: Including but not limited to conservation through science and technology, heritage digitization, application of artificial intelligence, or digital empowerment.
4. Communication and Education
It is encouraged to submit outstanding cases that use various means of communication and education, such as presentation and interpretation, to enable the wider public to understand and appreciate the value of heritage and promote mutual respect and exchanges between civilizations.Areas of submitted cases: Including but not limited to exhibition and display, public education, public communication, youth education, or photographic and video works.
5. Prosperity and Development

It is courage to submit outstanding cases that improve people’s livelihoods through sustainable tourism or reasonable use of heritage value to drive the development of related industries.Areas of submitted cases: Including but not limited to livelihood of heritage-related communities, heritage tourism, cultural and creative industries, community development, or inclusive growth.


III. Categories for Recommended Cases


The cases should have outstanding performance in one or more of the above-mentioned five themes, and will be classified into three levels: Excellent Cases, Enterprising Cases, and Cases of Special Attention.
1. Excellent Cases should have outstanding achievements in several of the abovementioned themes and make significant contributions to strengthening the conservation of Asian cultural heritage and deepening the exchanges among Asian civilizations.
2. Enterprising Cases should have exemplary effects in at least one theme, generating a positive impact on the sustainable development of World Heritage sites in their respective countries or even other countries, and play a leading role.

3. Cases of Special Attention should be cases that require special attention involving an important field or key issue of sustainable development. There are still many underdeveloped areas in Asia facing difficulties in heritage conservation. These cases are intended to draw collective attention to core issues in Asia, and to call for collective wisdom to develop proper solutions.


IV. Benefits for Selected Cases


Project Funding Support: According to the future work plan and corresponding budget submitted at the time of application, the selected cases can obtain project funding from the Asia Fund for Cultural Heritage Conservation, which will be used to support the sustainable development of outstanding cases. The amount of funding ranges 300,000 yuan, 500,000 yuan or 1,000,000 yuan, pursuant to the levels of the selected cases.


Global Publicity: Selected cases will receive international dissemination and promotion through various media and will be invited to share experience at international forums.


Intensive Promotion: Relevant cases will be compiled and published, and will have the opportunity to be published in international journals, recommended to participate in related international exchange activities, or summarized as exemplary models of Asia and showcased on the official website of the Asian Fund for Cultural Heritage Conservation and websites of relevant international organizations.


V. Application Procedure


Applicants must send all application materials to afchc2@outlook.com by March 31, 2024, and mail the hard copies of application martials, videos, pictures and other relevant documents to the China Foundation for Cultural Heritage Conservation. VI. Applicational Materials and Requirements


1. Application form (key document)

2. Drawings and Maps (key document)
1) For all submitted projects: Maps showing the location of the project and marking the site of the project;
2) For restoration projects: Project drawings, including but not limited to site plans, construction plans, profiles and elevations of buildings and structures involving the project and key node drawings, showing the condition before and after restoration, clearly marking all alterations or additions with colors.
3. Photographs (key document)
All the submitted photographs should be accompanied by annotations.
1) For all submitted projects: Photographs demonstrating the exemplar nature of the project (at least 5 photos);
2) For all submitted projects: Photographs showing the implementation process (at 5 photos) that involve staff members at work, work difficulties, and each key stages of the project.
3) For all submitted projects: Utilization of the project by local residents and tourists (at least 10 photos).
For restoration projects, additional photographs should be provided to show the project before and after implementation, including the overall appearance, exterior and interior of the building (at least 5 photos showing conditions before and after the implementation, ideally taken from the same perspective)

5. Evaluation from the heritage property’s users (required)
For all submitted cases, at least three evaluation documents filled in by users/residents/visitors should be provided to ensure the project’s authenticity.
