改革开放以来，中国经历了人类历史上最大规模、极快速度的城镇化进程。2020 年中国全面建成小康社会，开启全面建设社会主义现代化国家新征程，将进入以共同富裕为目标的新发展阶段。中国政府制定了第十四个“五年规划”，提出坚持走中国特色新型城镇化道路，深入推进以人为核心的新型城镇化战略，以城市群、都市圈为依托促进大中小城市和小城镇协调联动、特色化发展，使更多人民群众享有更高品质的城市生活。

Since the launch of reform and opening up, China has experienced the largest and very rapid urbanization process in human history.China has succeeded in building a moderately prosperous society in all respects in 2020, embarked on a new journey of building a socialist modern country in an all-around way, and will enter a new stage of development with the goal of common prosperity. The 14th Five-Year Plan formulated by the Chinese government proposes to adhere to the new Chinese model of urbanization, further promote a people-centered urbanization strategy, rely on city clusters and metropolitan areas to promote the coordinated and differentiated development of large,medium and small cities and small towns, so that more people could enjoy a higher quality of urban life.

近年来，中国以推进以人民为中心的新型城镇化为核心，完善住房政策、提升住房保障与居住水平，推动可持续社区建设、全面推进城镇老旧小区更新改造，持续改善城市的人居环境。中国建成了世界上最大的住房保障体系，承载了 2 亿多群众的安居梦想。

In recent years, China has focused on promoting a new type of people-centered urbanization, improved housing policies, enhanced housing security and living standards, promoted the construction of sustainable communities, comprehensively advanced the renewal and transformation of old urban communities, and continued to improve the urban human settlements. China has created the world’s largest housing security system to carry the dreams of more than 200 million people.

近年来，中国政府将全面提升现代化治理能力作为促进城镇化可持续发展和高质量转型的重要任务和保障手段。在城乡实践领域重点开展了三个方面的工作。一是围绕国家空间规划体系建设，推进空间规划制度改革，加强规划对空间保护和开发的引导，促进城镇化空间格局优化和跨区域协调；二是以城市精细化治理为重点，将提升政府服务效能和促进社会参与并重，更好地满足居民生活需求，提升城市空间品质，增强城市应对疫情防控的能力；三是持续推进乡村振兴战略，在 2020 年全面完成脱贫攻坚任务的基础上促进城乡融合发展。

In recent years, the Chinese government has stressed much the comprehensive improvement of modern governance capabilities to guarantee sustainable development of urbanization and high-quality transformation. Three aspects in the field of urban and rural practice were prioritized: (1) to focus on the building of the national spatial planning system to promote the reform of the spatial planning system, strengthen the guidance of planning for space protection and development, and enhance the optimization of the urbanization spatial pattern and cross-regional coordination; (2) to focus on the refined urban governance and stress on improving government service efficiency and promoting social participation to better meet the living needs of residents, improve the quality of urban spaces, and enhance the urban capabilities to respond to epidemic prevention and control; and (3) to continuously promote the rural revitalization strategy, and on the basis of full completion of the task of poverty alleviation in 2020, further propose to promote the integrated development of urban and rural areas, implement rural construction action, and actively narrow the development gap between urban and rural areas.

近年来，中国政府在城市基础设施建设领域持续加大投入、完善政策。“十四五”期间，中国将统筹推进传统基础设施和新型基础设施建设，打造系统完备、高效实用、智能绿色、安全可靠的现代化基础设施体系，这将为城市发展注入新的、持续的动力。

In recent years, the Chinese government has continuously increased investment and improved policies. During the 14th Five-Year Plan period, China will coordinate and promote the construction of traditional infrastructure and new infrastructure and create a modernized infrastructure system that is complete, efficient, practical, intelligent, green, safe, and reliable.

将生态文明建设纳入国家总体战略布局以来，我国生态文明系统观逐步建立，通过不断推进“碳达峰、碳中和”，建设“美丽中国”，全方位落实生态文明建设。全国各地积极推进生态修复，以生态空间改善推动城市发展方式变革和彰显城市发展特色，同时聚焦微更新领域，塑造优良生态环境，满足居民需求。

Since the incorporation of eco-environmental progress into the overall national strategic layout, China’s systematic perspective of eco-environmental progress has been gradually established. Through the continuous promotion of carbon emissions peaking and carbon neutrality, building a “beautiful China” and fully implementing the promotion of eco-environmental progress. Various cities across China have actively promoted ecological restoration, promote the transformation of urban development modes, and highlight the characteristics of urban development through the improvement of ecological spaces while focusing on the micro-renewal areas such as leftover residential space, street vest-pocket parks, and areas along the mountains and rivers to create a good ecological environment to meet the needs of residents.

城市文化建设是城市现代化建设的重要组成部分。中国政府在城市文化建设中处于主导和推动地位，社会各界及广大民众的全力参与则是城市文化建设的主力军。近年，中国各级政府进一步加强了城市历史文化和风貌保护与传承的制度建设，及以人民为中心的宜居宜业城市绿色活力空间塑造的实践，取得了令世人瞩目的成绩。

Urban cultural construction is an important part of urban modernization. The Chinese government has played its roles as the leader and promotor in urban cultural construction, and the full participation of all sectors of society and the general public is the main force in urban cultural construction. In recent years, governments at all levels in China have further strengthened the institutional construction for the protection and inheritance of urban history, culture, and features, and the practice of shaping the green and vigorous space of a livable and industrial city with the people at the core, and has achieved remarkable results.
